History of the DepartmentThe Department of Constitutional and Administrative Law was created in accordance with the order of rector NAU from March, 17, 2003 № 37 in composition of the faculty of law of National Aviation University. The first manager of Department from its creation to September, 2009 was a candidate of legal sciences, professor Goncharuk S.T. From September, 2009 for August, 2011 the Department was headed by doctor of legal sciences, professor Dikhtievskiy P.V. From September, 2011 for December, 2013 the Department was headed by doctor of legal sciences, professor Kolpakov V.K.; from January 2014 for June, 2015 - was headed by candidate of legal sciences, professor of Goncharuk S.T. During 2015 - 2021 the manager of Department is a Doctor of Philosophy in Law (Ph.D) was professor Yuriy Pyvovar. Now the department is headed by Candidate of Law, Associate Professor Ustinova Iryna. The Department of Constitutional and Administrative Law provides teaching of leading legal disciplines, which contribute to the formation of fundamental legal knowledge related to the acquisition of the basics of the legal status of a citizen, the mechanism of public authorities and interaction between them. Today the scientific-pedagogical structure of the Department is 21 people. The high qualification of the Department is certified by the scientific level of the teaching staff, namely: 6Doctors of Legal Sciences and professors, 12Сandidates of legal sciences, associate professors, 2 - senior lecturer and 1 - assistant (without academic degree and title). For a significant personal contribution to the development of legal science, the training of highly skilled specialists, high professionalism, conscientious attitude to the performance of official duties, the department employees were awarded state and departmental honors. The scientific and pedagogical sphere of the department's work consists of five main areas: 1) the constitutional right of Ukraine to foreign countries; 2) administrative law and process of Ukraine and European countries; 3) financial law of Ukraine; 4) information law of Ukraine; 5) international law and the law of the European Union.In these areas, the department provides teaching of leading legal disciplines that contribute to the formation of fundamental legal knowledge related to the assimilation of the foundations of the legal status of man and citizen, the activities of state authorities and local self-government and the interaction between them, the peculiarities of national and foreign constitutionalism, principles and order implementation of constitutional and administrative justice, international and European standards of protection and protection of human rights, etc. The Department provides teaching of disciplines in the Law Faculty, in non-core institutions and faculties of the University, in the program of the second higher legal education and postgraduate study, including for higher education graduates of the educational level "Bachelor", educational the level of "Master", and the educational-scientific level "Doctor of Philosophy" (PhD). In addition, the Department organizes and provides legal, industrial and assistant practices in the Verkhovna Rada of Ukraine, Ministries and other central executive bodies, local departments of justice, police, prosecutors, courts, local governments, as well as in leading law firms. Since 2017, the Department has been actively involved in the English-language project on the training of lawyers of the Bachelor's level of education, as well as the teaching of English disciplines in the preparation of Doctors of Philosophy. The department constantly conducts educational work in academic groups of students, fixed for mentors – scientific and pedagogical workers of the department. Scientists of the Department for the last 5 years have published more than 50 textbooks and manuals(authors: Sopilko Iryna, Husar Olga, Ustinova Iryna, Goncharuk Stepan, Yurynets Yuliya),23 monographs (Sopilko Iryna, Dei Maryna, etc.), more than 300 scientific articles and other scientific materials,including publications indexed in the international scientometric databases Scopus and Web of Science (Sopilko Iryna, Husar Olga, Ustinova Iryna, Yurynets Yuliya, Vishnoveckiy Vadym, etc.). The scientific student groups operates in the department: "Current issues of Administrative law and process " (supervisor: professor of the Department Kuniev Yurii); "Constitutional Law of Ukraine" (supervisor: professor Yurinets Yu.); "Financial Law" (supervisor: associate professor Ustinova I.); "Contemporary human rights issues " (supervisor: associate professor Myronets O.).Under the guidance of scientific and pedagogical staff of the Department, students take an active part in scientific conferences and seminars held at the National Aviation University, other educational institutions of Ukraine and Europe.Students-researchers of the Department are active participants and winners of All-Ukrainian Student Olympiads, competitions and scholarship programs. Every year, under the guidance, students publish more than 120 scientific papers on scientific topics of disciplines of the Department. The Department carries out preparation of scientific and pedagogical personnel of higher qualification through doctoral studies and postgraduate study in legal specialization “081 Law”: constitutional and municipal law; administrative law and process; finance law; information law; international public law. The leading professors of the department carry out scientific guidance on the preparation of dissertations, act as experts and reviewers of scientific works submitted to applicants for examination and protection to the specialized academic council of the university. The Department supports creative scientific and educational relations with related departments of educational institutions of Ukraine and foreign countries. Based on agreements with European higher education institutions from 2018, the department will launch an international project for the training of students for the exchange of students.

Priority assignments of scientific work of the Department of the Constitutional and Administrative LawAs scientific subsection, the Department carries out research work of the problems of constitutionalism, state administration, leadthrough of administrative reform, improvement of customs, financial, informative legislation. One of the most priorities direction of Department of Constitutional and Administrative Law research work is state budget theme "Ensuring the Constitutional Rights of Citizens in the Context of the Conventional Obligations of Ukraine" (State Registration No. 0119U103091). The theme of the chair is to find out the reasons for the lack of protection of human rights in Ukraine and to develop proposals for institutional and legal improvements in this area. The objective of the work is to analyze the actual state of human rights guarantees, to analyze complaints to the European Court of Human Rights and to develop remedies for human rights protection. Current results of work on the topic is actively are being tested in scientific publications on various domestic and international scientific and practical conferences, seminars, round tables, introduced in the educational process of the University, law enforcement practice.
