History of the Faculty

National Aviation University is one of the most prestigious universities in Ukraine. Its origins date back to the early years of the twentieth century.
In the years 1905-1906 at the Kiev Polytechnic Institute was established Aeronautical section, which in 1908 turned into aviation club. Here, under the guidance of experienced teachers talented college students studying the latest achievements of domestic and foreign scientists and engineers in the field of aeronautics, were built and tested gliders, airplanes, airships. During the years 1909-1912 about 40 original aircrafts were constructed in Kiev. Kyiv is becoming a leading center for aviation. There arosed the question of staffing and development of the aviation industry. In 1921, at Kiev Polytechnic Institute (KPI) for the initiative of aircraft factory was opened Aviation specialization in Mechanical Department, which enrolled 14 students. In 1923 the number of students was 32, and in 1929 - 41.
In 1930,on the base of KPI was created 8 separate institutions, including engineering, where in April of the following year was opened the Aviation School, which enrolled 947 students. The need for training of professionals and interest in them has steadily increased.
August 25, 1933 Council of People's Commissars of the USSR adopted a resolution on the establishment of Kyiv Aviation Institute at the engineering faculty of the Kyiv Aviation Institute, where studied 898 individuals.
In 1937, the management of "Aeroflot"of the Soviet Union decided to send a contingent of students to the Leningrad Institute of Civil Engineers and the Air Force, but in Kiev for a while to leave his branch. Institute was almost destroyed. But with the assistance of the Government of Ukrainian SSR in 1938 it was managed to defend the independent status of  Kyiv Aviation Institute, although much of its physical infrastructure, facilities, and most importantly - the teaching staff has been lost. For comparison, if at July 1, 1937 at The Faculty of Law employed 229 persons permanent staff, of whom 53 were professors, at September 1, 1938 the state of The Faculty of Law had 5 teachers and 24 employees of training and support staff.
Since the beginning of the Great Patriotic War, The Faculty of Law was rebuilt in the regiment, faculties - in battalions, courses - in platoons. They performed their duties with the demands of wartime.
Since the wartime The Faculty of Law have successfully developed, increased its material and technical base, changed the name: Kyiv Institute of Civil Air Fleet (1947), Kyiv Institute of Civil Aviation (1965), Kyiv International University of Civil Aviation (1994), National Aviation University (2000).
Today National Aviation University — is one of the largest aviation universities of the world, where more than 50,000 students, cadets .
Powerful scientific and pedagogical schools make it possible to prepare not only the profile of engineering, but also economists, ecologists, translators, psychologists, sociologists and lawyers.
Legal disciplines have been taught at the university during the period of its existence. In the postwar years there was established the section of law that was in the Department of Safety and Fire safety, which in 1964 was renamed into the Department of Labor and the Environment. The Department was headed by Ph.D., associate professor L.A. Burychenko. Group of highly qualified lawyers provideв reading courses "Air Law", "Labor Law", "Basic Law" and others.
In 1982 there were founded the Department of Culture and Law as part of the Department of the theory and practice of educational work in civil aviation. The  Department was headed by PhD, Associate Professor G. A. Lisovyk. For eight years from 1985 to 1993 the Section had been headed by scientist and lawyer, Doctor of Law, Professor V. Marchuk.
National Aviation University started training in legal direction in 2000 when on the initiative of managers and agencies of air transport industry was opened the specialty "Jurisprudence". Recruitment and training of lawyers were committed by the Faculty of Linguistics and Law on the base of which the Faculty of Law was latter established, and later received the status of The Faculty of Law.
The Faculty of Law had different names:
2001 - Faculty of Law, 2003 - Institute of Air and Space Law, 2007 - Law Institute "Institute of Air and Space Law", 2009 - Institute of Air and Space Law and Mass Communications, 2010 - Law Institute.
Today hundreds of universities offer training in the most popular and promising areas, including the "Law". The feasibility of preparing lawyers in so-called non-core institutes, universities and academies so far is under the discussion, question and debate. Moreover, some of the teachers - researchers, higher education officials categorically deny the effectiveness of training of lawyers outside the law faculties of traditional universities. Are they right? Is the training in the technical universities a tribute or commercial need? Let us think together.
Ukraine's independence has provided new opportunities for the development of social life, politics, economy, but at the same time caused some problems. Expanding international cooperation revealed legal insecurity of air companies and airlines of Ukraine. Their practice arose questions about legal support manufacturing, maintenance, repair, certification of aircraft, civil aircraft of enterprise, production and operation of land-based radar and radio navigation systems, satellite communication and navigation, airport equipment, flight data processing systems, development and maintenance of software flight aircraft information and diagnostic systems, protecting information resources and databases, development and use of biotech and medical devices for airlines. It was found that all these require study and improvement of legal regulation of the use of air and space, the principle of using airspace, providing international air traffic and air traffic, safety, aircraft assisting.
Heads of enterprises and institutions of aerospace industry were the first to feel the need of specialized training for lawyers. Moreover, it turned out that many foreign countries have had a learning experience that justified itself in practice for a long time. "By what?" - You ask? It seems that many of the terms of the previous paragraph has attracted your attention, such as, for example, flight data, radar, air navigation equipment and more. Is it possible to be competitive and qualified as a lawyer if you do not know the system or process requiring legal regulation and legal support? Rectorate of the National Aviation University, was convinced that the fundamental professional training of lawyer combined with the study of specialized disciplines ("International Air Law", "General Course of Aviation", "Prevention of Offences for Air Transport", etc.) and foreign languages provide future lawyers many benefits of employment, because they will have not only qualification of lawyer provided by the Ministry of Education, Youth and Sports of Ukraine, but also an additional profilization in Air and Space Law. This opportunity has only a single university in Ukraine - National Aviation University.
Today the Faculty of Law of the National Aviation University is part of the University, which provides training and retraining of legal professionals program on educational qualification "Bachelor", "Specialist", "Master".
The Faculty of Law has six departments: Theory and History of State and Law, Constitutional and Administrative Law, Criminal Law and Procedure, Civil Law and Procedure, Air, Space and Environmental Law, Commercial Law and Procedure, which provides education for their professional profile orientation in all specialties of University and carry out training in the field of "Law".
Department of Theory and History of State and Law was established to provide learning of fundamental subjects, including the theory of law, history of law, history, legal and political doctrines taught in the Faculty of Law under study in other university department.
Department of Constitutional and Administrative Law was established to provide teaching courses leading legal disciplines that provide basic legal knowledge bases associated with the assimilation of the legal status of a person and citizen, the mechanism of state and the interaction between them, the contents of management authorities, especially foreign constitutionalism, specific government in some sectors of government, particularly in the field of civil aviation, financial and monetary policy and so on.
Department of Criminal Law and Procedure  was established in order to organize and implement training and educational work of the criminal law courses, educational work among students, research on criminal law, criminal procedure, criminology, criminology.
Department of Civil Law and Procedure established to ensure the teaching of civil law subjects, creating the necessary scientific and technical base of scientific research on civil law and procedure in the aerospace industry, family and labor relations, legal support of the teaching staff and students.
Department of Air and Space Law - is a special department to which assigned the task of legal specialization in the aerospace industry. The content of the activity, it is the only one in Ukraine and is focused on the study of the theoretical foundations and practical aspects of international, European and national air and space law.
Department of Business Law and Process is very young at The Faculty of Law. It was created by order of the Rector dated14.07.2004, № 148/od due to the increased number of students and a significant increase in the volume of training that was performed by Department of Civil Law and Procedure. The main areas of methodological and scientific- research department are the problems of legal regulation of economic and legal relations, particularly during the formation and development of the air transport industry of the state.
The Faculty of Law established workshops of leading Ukrainian and foreign lawyers. Courses are equipped with modern technical means.
The Faculty of Law organized and properly equipped Court Room Audience for business games and operated forensic laboratory, that is equipped with unique technology, stands and visual aids. Computerization of educational process provides students and teachers the free internet use. Study process is provided with Internet technologies and multimedia systems. There is appropriate electronic scientific and educational base and the modern computer labs are are entered into service.
Court Room Audience is equipped with audio and video equipment that helps students to reinforce the theoretical knowledge, acquire practical skills of the judiciary and learn the process of lawsuits in Ukraine and abroad.
Requirements of the faculty and full-time students, distance learning students and postgraduate education teaching on scientific literature, professional periodicals are provided by a methodical room (library) of Institute.
The Faculty of Law has courses, and specialized academic council for defense of theses training center for air and space law, science student groups. The Faculty of Law has a special edition of  Legal Journal. Proceedings of the National Aviation University. Series: Legal Gazette "Air and Space Law'".
Training Center of Air and Space Law Problems, the main objectives of which include: storage and handling regulations governing the aerospace industry, the creation of a data bank on the regulatory framework in the field of international and European Air and Space Law, a comparative analysis of the laws of different countries; identification of ways of adapting national legislation to European Union law.
Students of legal faculty have their practice in the Ministry of Justice of Ukraine, the State Judicial Administration of Ukraine, the Supreme Economic Court of Ukraine, the Commercial court of Kyiv and Kyiv region, the State Aviation Administration of Ukraine, legal departments of airlines, air enterprises, public defender's offices and notaries.
In order to attract students to the practical work of lawyers, The Faculty of Law established the Legal Advice "Legal Clinic", that helps to fix the theoretical knowledge acquired by students in learning process, form scientific and practical skills of students.
The objectives of the Legal Clinic are:
- Combination of theoretical learning with practice;
- Formation of law students skills;
- Solving social problems of the local region;
- Formation of students' active social position and sense of justice.
Legal Clinic collaborates with other legal clinics, educational institutions of Ukraine.
The Faculty of Law promotes the full development of the individual student, supports students' government, encourages a variety of student activities: competing club of cheerful and smart, students' festival "Student Spring" and "The March Sprouts" college sports, amateur, ballroom and sport dance club, boxing section, football, volleyball, rugby, shaping.
The Faculty of Law pays special attention to the development of scientific links with leading universities in the world: Aerospace University (Korea), Faculty of Law, University of Zagreb (Croatia), Leiden University (The Netherlands), Faculty of Law and Management of Jagiellonian University, Krakow (Poland) University of Al- Baath, the City of Homs (Syria), the Association of American Law Schools (USA), Faculty of Law, University of Paris (France), Faculty of Law, Belarus State University (Belarus), Technical University of Dresden (Germany). It enables teachers and students to learn foreign law, practice of foreign jurisprudence, explore scientific issues, conduct scientific conferences, internship in foreign universities, publish in international scientific journals and more.
The Faculty of Law is specific due to the peculiarities of training lawyers for the aerospace industry. Therefore, in addition to traditional majors in the training of law specialists, The Faculty of Law carry out an in-depth study of transport law.
Training of specialists is made in the ongoing educational and professional programs of the Ministry of Education, Youth and Sports of Ukraine .
In particular, the preparation of a legal specialist combines the specialization "Transport Law", "Civil and Labour Law", "Commercial Law", "Governance and Public Service”, “Court. Prosecutors. Advocacy. Notary” with in-depth study of foreign languages and specialized training courses in the field of air and space law.
Students specialty "Jurisprudence" is the fundamental training of highly skilled legal professionals. After mastering the knowledge of the theory of law, professional ethics, legal ethics, constitutional law, criminal law and procedure, civil law and procedure, environmental law, commercial law and procedure, students receive theoretical and practical training to perform job duties lawyer.
After graduation, graduates are qualified "lawyer" and are able to work in the judicial, law enforcement and human rights bodies and organizations, in international institutions and provide legal services to the public .
The existance of experts in air, space and international law - is one of the factors that contributes to the development of additional features of Ukraine as the aviation state, improves the competitiveness of companies and airlines for domestic and international markets.

Recent market research of educational services show that there is demand for training, retraining and advanced training of abovemebtioned specialists in Ukraine and among foreign countries.
Our experience shows that such approach to training should be the key to their professionalism and competitiveness.
