On March 21, 2024, Svitlana Kelyp, a practitioner in legal regulation of state border issues, a graduate, 1st year postgraduate student of the Law Faculty of the National Academy of Sciences of Ukraine, member of the Union of Journalists of Ukraine, held a webinar on "Information Support for Regulation of the State Border of Ukraine" for students majoring in 081 "Law".
This event was held as part of the study of the topics "Budget Law" and "Estimated Budget Financing" in the discipline "Financial Law", the leading teacher of which is Professor of the Department of Constitutional and Administrative Law Iryna Ustynova.
During her speech, the speaker revealed the legal status of the State Border Guard Service, an independent structure that is not part of the Armed Forces of Ukraine and performs independent state tasks, and focused the youth's attention on the provisions of the Law of Ukraine "On the State Border Guard Service of Ukraine" and the effect of Ukrainian legislation in the occupied territories of Ukraine. Ms. Svitlana also described the types of international support and assistance to the maritime guard, which exercises its powers in terms of technical and information support, the mechanism of interaction between state bodies to ensure funding for programs and activities to protect the state border, in particular in terms of creating anti-corruption measures in such processes, and told about the information program "Gart", which records all information about maritime border violators. "The availability of the 26th version of this information product helps to ensure the rights of individuals under martial law in the country," the speaker noted.
The postgraduate student also tested the results of her dissertation work, noting the need to study the issues of financing the protection and equipment of the maritime border as the main artery for ensuring the logistics component of Ukraine's agricultural exports, which is the main component of the revenue side of the State Budget of Ukraine.
As a member of the Union of Journalists and a direct participant in the defense of Mariupol, Ms. Svitlana familiarized the students with some of the facts of evacuation of civilians when leaving the occupied territories and how the release of Ukrainian soldiers from captivity is taking place today.
