On April 22, 2022, the Department of Economic, Air and Space Law of the Faculty of Law together with the Department of National Legislation Development of the Institute of Legislation of the Verkhovna Rada of Ukraine held a scientific-practical seminar on "Transformation of economic relations in martial law".
The scientific event was attended by representatives of state institutions and institutions of higher education, including: Iryna Kuyan, Doctor of Law, Senior Researcher, Head of the Institute of Legislation of the Verkhovna Rada of Ukraine; Eugenia Klyuyeva, Doctor of Law, Professor, Head of the Department of Commercial and Transport Law, State University of Infrastructure and Technology; Nadiya Armash, Doctor of Law, Associate Professor, Deputy Director of a separate structural unit of the state enterprise "Information Judicial Systems" "Center for Forensic Examination and Expert Research"; Petro Palchuk, Candidate of Law, Associate Professor of the State University of Trade and Economics; Lyudmyla Kakaulina, Candidate of Law, Chief Consultant of the Department of National Legislation Development of the Institute of Legislation of the Verkhovna Rada of Ukraine; Yuriy Danyliuk, Candidate of Law, Senior Research Fellow, Institute of Legislation of the Verkhovna Rada of Ukraine; scientific and pedagogical workers; graduate students of the Faculty of Law.
The participants of the seminar discussed legislative changes, new bills aimed at modernization of economic relations and their development in extremely difficult circumstances, outlined a range of issues that still need legal regulation. In their speeches, the speakers raised a number of important issues, in particular: expanding the powers of central and local authorities to manage the martial law in a state of war; the consequences of Russia's military aggression on the activities of seaports and maritime transport of Ukraine; approaches to compensating the aggressor for damage to economic entities; strengthening security measures for economic activities at high-risk facilities under martial law; state support of business in martial law.
As a result of the active discussion, conclusions were drawn up to further improve Ukrainian economic legislation to overcome the consequences of Russia's armed aggression, make sound management decisions, deepen research that will justify and develop other proposals, recommendations and legislative initiatives.
