Despite the military situation in Ukraine, the Research Center for Anti-Corruption in Transport and Aerospace of the Faculty of Law of the National Aviation University continues its educational work in the field of anti-corruption. Thus, on April 12, 2022, research and teaching staff and graduates of the Faculty of Law took part in a workshop (online) "Anti-corruption examination of bills that contain corruption-causing factors and / or aimed at slowing down anti-corruption reform".
The moderator of the event is Maryna Khoroshun, Chief Specialist-Commissioner for Prevention and Detection of Corruption of the Avdiivka City Military-Civil Administration of the Pokrovsky District of the Donetsk Region.
Ms. Marina spoke about the importance and practical experience of anti-corruption examination of regulations, which is carried out in order to identify corruption risks. It is noted that such activities are relevant in wartime. "The attitude of the world community to the anti-corruption strategy in Ukraine is becoming especially important today. Unfortunately, the Corruption Perceptions Index (SRI) in Ukraine is quite low - only 32 points out of 100, but it is gradually increasing due to anti-corruption policy of our country as a whole, and in assessing anti-corruption risks at the level of legislative initiatives", - said the speaker.
Based on the results of the workshop, standard criteria and methods of evaluation were voiced, as well as methods of identifying and eliminating corruption-causing factors in draft regulations. Among the corruption-causing factors, the moderator included: 1) improper determination of the competence of public authorities or local governments, the powers of persons authorized to perform the functions of state or local government; 2) improper definition of the content and scope of rights or obligations of individuals (legal entities); 3) legal conflict in legislation; 4) the use of legal constructions of an evaluative nature; 5) complicate the implementation of measures provided by law to prevent or combat corruption.
