Was born September 6, 1956 in vil. Zapruddya of Kyiv region. Self-employment began in 1974 when was learning in Kyiv geological prospecting technical secondary school (1971-1975). From 1975 to 1977 was serving in the Army During 1977-1982 was learning in geology faculty of Shevchenko government university. In 1989 defended his thesis for the degree of candidate of geological sciences on the subject «Early-coal flora of The Prypiat Depression and its significance for stratigraphy». From 1990 to 1994 was working in Blagoveschensk (Amur region, Russian Federation) as head researcher Amur Integrated Research Institute and with it was teaching natural disciplines in Blagoveschensk Teachers' training Institute. During 1994-1997 was holding office as a chef-specialist – firstly in Ukraine High Certifying Commission (curator on Earth-sciences), later – in National Agency of Marine Researches And Technology. Afterwards the latter dissolved got position of High inspector in Territory department on mineral-prospecting guarding. From 1998 was preparing material for the defense of a dissertation for degree of candidate of legal sciences and was lecturing on legal aspects of governance of natural prospecting. During 1994-1997 was working at International Institute Of Linguistics And Law (nowadays Kyiv International University). Certificate of degree of candidate of legal sciences on specialty «International law» was gave in May 16. 2001, subject of research: «Problems and perspectives of conception of Common Heritage of Mankind in Modern International Law». In July 3, 2008 got the certificate of degree of associate professor on chair of International and Comparative Law. Is the author of more than 100 scientific works, including 4 monographs (in association); three-volumes textbook on International Law (in association); some educational supplies on comparative Law and Common History of Government and law and about two tens of reading collections of juridical sources of various civilizing traditions.
